Dr. Papamalis has extensive experience as a senior expert and scientific consultant at (inter) governmental and non-governmental bodies in country and abroad. He has served as a member of various advisory boards, EU Expert Groups and scientific committees. As an advisor to the National Drug Coordinator Office of Greece (2014-17) at the Ministry of Administrative Reform and e-Governance, he contributed to the development of the Greek National Drug Strategy 2014 -2020 and National Action Plan 2014-2016. He provided scientific consultations and designed materials for strategic upgrade on issues related to national drug policy and on demand and supply reduction strategies and guided the development of inter- sectoral coordination mechanisms and best practice model of care across Greek health system. As a senior expert at the Policy and Legal Advice Centre, he assessed the transposition of EU Regulations in the Serbian legal order and provided recommendations for the harmonization of the national Drug Law with the EU acquis and the UN conventions. He provided technical support to Serbian authorities to assist their efforts to put in place rules of procedures/protocols and best practice guidelines on monitoring and on provision of actionable operational details, proposed clinical governance and protocol awareness for early detection, monitoring, screening and assessment strategies targeting drug precursors. As Senior Non-Key Expert (2019-21) at DMI in the area of Public Health; Prevention and Treatment for developing quality standards and clinical guidelines; he assessed the applicability of international best practice guidelines and evidence based intervention on treatment, prevention and harm reduction and conducted compliance check of Serbian Legislation with Council Recommendation 2003/488/EC developed a ToCs (Table of Concordance) based on the gap analysis performed.
During his time at the Ministry he reviewed current practices and policies, assessed the national Science, technology and innovation (STI) systems in order to ensure shared responsibility, participatory forms of governance and a framework for evidence-based policy formulations. He also designed policy recommendations for implementation of contemporary approaches in the penal system promoting therapeutic justice principles and improvement of the legal framework for social inclusion, anti-discrimination legislation, alternatives to incarceration and implementation of human rights-oriented policies. During the Hellenic Precedency of the Council of the European Union (2015), as an Expert on demand reduction issues and Assistant on External Affairs he edited and drafted the EU (regulation on New Psychoactive Substances) and UN resolutions (L13, L14) submitted by Greece on behalf of the EU. He chaired the informal consultations between EU and other UN Member States and successfully coordinated various bilateral and multilateral discussions and negotiations and successfully developed several policy and scientific reports.
As a research consultant (2016 -17) at the Council of Europe, Pompidou Group - Co-operation Group to Combat Drug Abuse and Illicit Trafficking, he examined and developed a report on the potential adverse effects and associated cost of drug control policies in the EU. Reviewed the translational research on scientific academic and policy literature to address best practices on policy- research gaps. As member of several EU Expert Groups i.e. on EU minimum quality standards or on International policies and the respect of Human Rirhts increased his abilities to work independently, take initiatives and providing strategic input that influence and stimulates the policy research agenda.
Dr. Papamalis has been engaged in numerous inter-disciplinary groups and translational related projects such as research consultant at the Norwegian Ministry of Health and the Norwegian Institute of Public Health (2015-16) for examining EU drug control public expenditures, in order to propose strategies for estimating different components of drug-related public expenditure across the EU and to facilitate the transition towards an evidence based resource relocation and provided recommendations for innovative estimation models on assessing public expenditures based on different EU databases.
As project coordinator at the Serbian Ministry of Health (2004) he designed a project on strengthening inter-sectoral linkages among CSOs, stale-led institution and academia by increasing their capacity and skills to implement community-based interventions and development of integrated research and monitoring tools. As a consultant at the International Harm Reduction Association (2016) he investigated the current state of the financial investment and implementation of evidence-based harm reduction interventions and resource allocation of Harm Reduction in Greece. He was nominated on several EU interdisciplinary expert groups and actively engaged on regional and international research networks (EWODOR, Global Addiction, EUROPAD, SEEAN), which provided him a unique opportunity for cross-fertilization between disciplines and build mutually innovative synergies that bridge the gap between research and practice. Finally, Dr. Papamalis have extensive clinical experience as mental health expert and treatment team leader, responsible for the organizational and treatment functioning. He designed and implemented trainings for the treatment staff and he was Programme Leader - BSc in Applied Psychology – and he has been teaching to both undergraduates and postgraduates different modules of Clinical and Health Psychology.
